Mix all the ingredients for marination to form a thick batter using very little water
Coat the paneer cubes in it and let it sit for 15-20 minutes
Heat oil in a frying pan. Shallow fry the paneer pieces on both sides until it is golden. Set aside
In another frying pan, heat 2 tablespoon oil and fry ginger, garlic for a minute
Add onion, capsicum, green chilli and fry for another 1-2 minutes on high flame
Add vinegar, soya sauce, salt and pepper. Mix well
Add the paneer and stir fry for a minute
Turn off the flame and garnish with spring onion
Serve hot
